New GCSE in British Sign Language Moves Closer with Public consultation

The exam regulator Ofqual has launched a public consultation to shape how the new GCSE in British Sign Language (BSL) will be assessed. This move marks another important step in making BSL a recognised qualification for secondary school students in England. The goal is to ensure the GCSE is reliable, fair and of high quality, so it can be trusted like other GCSE subjects.

British Sign Language is used by tens of thousands of people in the UK, including around 87,000 who said it was their main language according to the 2021 census. Many in the deaf community, as well as supporters of inclusive education, have long called for BSL to be taught in schools. By giving students the chance to formally learn this language, the government hopes to strengthen connections between deaf and hearing communities.

School  Standards Minister, Catherine McKinnell, "It’s fantastic to see this incredibly important GCSE one step closer to being taught in classrooms."

British Sign Language is a rich and vibrant language, and this qualification will break down barriers between deaf and hearing communities while giving young people the opportunity to learn a new skill.

This is Ofqual’s second consultation, and it focuses on the detailed rules exam boards must follow. After reviewing the responses, Ofqual is expected to confirm the final rules in autumn 2025. From there, exam boards will develop their courses, which must be approved by Ofqual.

Catherine McKinnell continues,  "This GCSE, alongside wider work with our independent curriculum review will ensure all young people benefit from a broad and rich curriculum that gives them the tools to achieve and thrive."
